Added public methods for getting/setting a control parameter value. Modified the implementation so as to compute the simplex by using the pricing method specified by the control parameter settings. As for implementation, we temporarily use a Control_Parameter_Value variable (named `pricing') to store the singleton control parameter collection. It is planned that this will be replaced by a bitset-based status word encoding, besides possible other control parameters, also the values of `status', `initialized' and `opt_mode'.
