A lot of small changes to have a consistent dimension-checking. Now there is one "default" constructor for Polyhedron having two optional arguments: the space dimension (default 0) and the degenerate kind (default UNIVERSE). Tests adapted to use the new constructor and to avoid using the removed Polyhedron::is_zero_dim().
