thanks for the report. PPL 0.9 does not support SICStus Prolog 4, but PPL 0.10, which will be released soon, does. You can find a snapshot distribution at

ftp://ftp.cs.unipr.it/pub/ppl/snapshots/ppl-0.10pre17.tar.bz2
