the answer is negative.

I am wondering if I should just be able to install the new 1.0pre23 or if I need to rebuild both cloog-ppl git and gcc against it as well.

In general, until we make an officiao release, we do not worry about the ABI. So recompilation is almost always necessary. Cheers,
