Log message: Add method resize_no_copy and a version of satisfies_all_congruences that accepts a parameter. In operator== substitute a local implementation for the Matrix::operator== call. Leave out equalities in normalize_moduli. In both satisfies_all_congruences compare the scalar product with zero for equalities.
