Log message: In Grid(dims,kind), add_recycled_congruences(cgs) and add_recycled_congruences_and_minimize(cgs) call set_empty instead of setting the empty flag directly. In congruences() adjust the assertion on the number of cols for the modulus and constant term columns. Improve and correct some comments. Neaten the OK zero dimension universe check.
