Log message: Rename function trailing_rows_are_zero to rows_are_zero, and modify it to also take the last row (instead of just checking to the end). Update the call of this function in the congruence simplify to correctly check the rows at the beginning of the matrix. In the congruence simplify decrement orig_row_num in macro free_row, to match it to the new number of rows.
