Added files: interfaces/C : C_interface.dox

Log message: Recovered documentation for the C interface types and functions related to convex polyhedra. This file will not be compiled (since the functions will be automatically generated), it just serve as a template documentation for all kind of domains. To be checked for completeness wrt the actually generated code.
