Log message: Added main title page for the LaTeX version of the C interface devref. Added Doxygen alias \extref for references to external documentation: it behaves as \ref for the HTML documentation (exploiting TAG files), it simply prints the second argument for the LaTeX documentation (since these seems not to be able to exploit TAG files). By using \extref we should be able to avoid dozens of annoying Doxygen warnings when producing the manuals for foreign language interfaces.
