Log message: Expanded and reorganized the set of documentation targets. We now support targets whose name specifies for whom to produce (user/devref) and the desired format (html, pdf, ps). For instance, we have targets such as `user-html', `user-pdf', `devref-ps', etc. Targets `user' and `devref' produce all three formats. Adding the word `configured' (e.g., user-configured-html or devref-configured) allows for building configuration dependent docs for the foreign language intefaces; targets user-all and devref-all produce both the configuration dependent and the configuration-independent manuals. Target `world' produces all kind of manuals (as before).
